Why does it lose power and cut out going up hill?

Your car could be starving for fuel when climbing a hill if your fuel pump is not providing enough pressure. Have your fuel pump checked and replaced if necessary. Also, have your fuel filter replaced. As debris builds up in your fuel filter, that will lower your fuel pressure and can cause your car to cut out on steep inclines.
